Governance

Created in 1980, Politécnico da Guarda is a higher education institution governed by public law, serving society, focused on the production, and spreading of knowledge, the creation and transmission of culture and knowledge of professional nature, science, technology, and the arts. Through the articulation of study, teaching guided research and experimental development.

PRESIDENCY OF POLITÉCNICO DA GUARDA

The President of Politécnico is the highest-ranking entity for governing and external representation. He leads the Politécnico’s policy and chairs the Management Council.

The term of office lasts for four years and may be renewed only once, under the terms of the statutes. Two Vice-Presidents, who may be external to the institution, assist the President.

The President directs and represents Politécnico and develops the medium-term strategic and action plans for his four-year mandate. He is also responsible for defining the institution’s scientific and general educational guidelines.

GENERAL BOARD

Thirty-three members compose the General Board, representing professors, researchers and students, and including external personalities of recognised merit.

It is up to the General Board to elect the President of Politécnico, approve amendments to the statutes, assess the acts of the President and the Management Council, propose initiatives it deems necessary for the proper functioning of the institution, to approve medium-term strategic plans and the action plan and the general scientific, pedagogical, financial and heritage management guidelines.

MANAGEMENT BOARD

The Management Board comprises five members whose term of office coincides with that of the President who appointed them. They conduct administrative, patrimonial, financial and human resources management and set rates and fees. Legislation in force for public bodies endowed with administrative autonomy applies.

SUPERIOR COORDINATION BOARD

The Superior Coordination Board has its own scientific, technical-scientific and pedagogical competencies and consultive functions. It is in charge of presenting a proposal for a learning strategy for Politécnico regarding short cycle courses, graduate courses, master’s, postgraduate courses not awarding degrees, lifelong training and remote learning.

EVALUATION COORDINATING BOARD

The Evaluation Coordinating Board is responsible for putting in place mechanisms for regularly evaluating teaching and non-teaching staff performance.

ASSESSMENT AND QUALITY BOARD

The Assessment and Quality Board establishes the mechanisms for regular self-assessment of Politécnico da Guarda and its organic units, as well as of the scientific and pedagogical activities subject by law to the national assessment and accreditation system.

STUDENT’S OMBUDSPERSON

The Student’s Ombudsperson is a professor, or equivalent, elected to this position by the students by direct and secret universal suffrage. She assesses the complaints and claims of students and, if he considers that they have merit, makes relevant recommendations to the competent bodies to deal with them. She must also provide general guidance to safeguard students’ interests regarding educational activity and social action.
